AVRE Expands Paper Production Capacity with $2.4 Million Investment
Binghamton, NY - The Association for Vision Rehabilitation and Employment, Inc. (AVRE) has completed a major phase of a $2.4 million expansion project aimed at doubling its paper production capacity, creating new jobs, and supporting its mission to serve individuals who are blind or visually impaired.
A key component of the project is the installation of a second roll stand on AVRE’s paper sheeter, increasing output from 6,000 to 12,000 reams per shift. This expanded capacity positions AVRE to meet rising demand, pursue new business opportunities, and diversify its product offerings, including multiple grades of recycled paper (30%, 50%, and 100%).
Future phases of the expansion include the construction of a new warehouse, which will allow AVRE to store more finished goods and continue scaling its operations.
In April 2025, the first phase of the project was completed. Facility modifications included widening a wall opening, installing structural supports, upgrading electrical and compressed air systems, and implementing a trolley system to facilitate safe and efficient movement of paper rolls. Following these upgrades, the new roll stand was successfully installed, and employees completed specialized training on the new equipment.
The expansion is expected to create eight new jobs across the organization, including five in production, one in management, and added positions in logistics and customer service. All new roles are being designed to support individuals who are blind or visually impaired. Notably, AVRE has successfully integrated adaptive technology into its Digicut paper converting equipment, enabling 100% operation of the department by individuals who are blind or visually impaired.
“Not only does this project strengthen our manufacturing capabilities,” said Ken Fernald, President and CEO of AVRE, “but the revenue it generates will also directly fund the growth of our vision rehabilitation services.”
With this expansion, AVRE reinforces its role as both a competitive manufacturer and a leader in empowering individuals with vision loss through meaningful employment and service.
This project has been made possible in part through the generous support of the Dr. G. Clifford and Florence B. Decker Foundation, the George A. and Margaret Mee Foundation, the Conrad and Virginia Klee Foundation, the Tioga Downs Regional Community Foundation, National Industries for the Blind, Empire State Development, and the New York State Assembly.
AVRE provides free comprehensive vision rehabilitation services across New York’s Southern Tier. These include training in daily living skills and mobility, as well as functional vision assessments and employment support - empowering individuals with vision loss to lead more independent and fulfilling lives.
