JOB DESCRIPTION

I

A. TITLE: Human Resources Director

B. REPORTS TO: President/CEO

C. FLSA STATUS: Exempt

II

The Director coordinates and manages Human Resource practices, services and programs that sustain or enhance a high performance, employee-oriented organizational culture. The incumbent participates in, and may guide, the organization in the review and modification of its Human Resource and benefits programs and practices as directed. She/he is responsible for accurate preparation of payroll, and completing and filing various HR related compliance reports to assure that AVRE meets its legal and regulatory obligations.

F. Communication with external HR/benefits providers is regular

The position requires a self-motivated individual who is comfortable working independently, with leadership and direction from the President/CEO

The position requires a minimum of a Bachelor’s degree in human resource management or a directly related field (combined education with equivalent experience may be considered). A commitment to professional advancement including certification is expected.

A. Working knowledge of employment practice and law as well as related reporting/compliance requirements.

B. Ability to appropriately and effectively respond to sensitive and confidential employment related issues and inquiries.

C. Knowledge of benefits administration.

D. Excellent interpersonal, interviewing, and selection skills.

E. Strong computer skills including payroll software, word processing, spreadsheets, presentations.

The position requires a minimum of two years in a directly related position.

VIII

A. Identify and recruit candidates for all positions through various sources and methods assuring that AVRE practices are both affirmative and compliant with DOL, EEOC, and OFCCP rules. Complete background checks as may be appropriate and required for a position.

B. Maintain personnel files and documents in such a way that ensures confidentiality and compliance.

C. Conduct and maintain orientation and termination programs and procedures including but not limited to (1) new employee orientation, (2) employee to employee mentoring, (3) completion of all required and optional forms and enrollments, (4) employee review processes and (5) exit interviews.

D. Maintain approved job descriptions and draft descriptions for new positions as directed.

E. Maintain updated Employee Handbook and disseminate it, and all changes, to all employees in appropriate media.

F. Function, when appropriate, as the “First Contact” with respect to employee complaints or issues including but not limited to harassment, discrimination, behavioral problems, substance abuse, or other employee/personnel allegations.

G. Assist in conducting and resolving investigations into employee complaints and concerns.

H. Participate in the implementation, review, and modification of benefits programs. Conduct open enrollment and monitor benefits administration.

I. Manage various DOL and/or OFCCP required reporting including but not limited to Equal Employment, Affirmative Action, and OSHA. Maintain documentation of compliance activities. Monitor compliance with federal, state, and local employment law. Communicate all compliance changes to Senior Management.

J. Track ADA, FMLA, Disability, and Paid Family Leave requests.

K. Prepare quarterly NIB and NYSPSP labor ratio reports, and annual NIB Technical Assistance Visit.

L. Attend annual NIB HR and Compliance conferences.

M. Process biweekly payroll in ADP. Maintain accurate payroll records including deductions. Monitor electronic time sheet submissions.

N. Develop and maintain pay structure data.

O. Fulfill all benefits reporting requirements of all relevant government rules and regulations, including the Employee Retirement Income Security Act (ERISA).

P. Manage Employee Recognition and Awards programs

Q. Participate in/coordinate with various employee teams and committees (EPIC Committee, Safety Committee etc).

R. Schedule and oversee mandatory employee training.

S. Maintain ISO 9001:2015 Training Matrix.

T. Keeps workplace organized and clean

Job Type: Full-time

Pay: $70,000.00 - $80,000.00 per year
